Can I, as a merchant, set a maximum budget per month?

No. You can approve or disapprove of publishers yourself. Also, if you establish your margins and compensations well, you will never suffer a loss. A clever merchant will have an unlimited budget: the more leads and sales are generated, the more advantageous it becomes for the merchant.
